| Below is a short
version of the NGB, which is held once a
year at the Men's National Championships.
As your state chair I was there to vote
and bring motions to the National Body,
if a member requested me to. This meeting
runs for over 7 hours time. So needless
to say, I was not there every second.
Here is summary of a couple some of the
key things discussed. Motion to change
membership to a 12 month cycle
Presently the USAPL
membership runs out at the end of each
year. So if you were to attend a contest
in September, your membership would run
out December of that year. A motion was
raised to make the membership a 12 month
membership from the month you purchased
the card. So using the same example, if
you purchased the card at a contest in
September it would be good through August
31st of the following year.
Outcome
of this motion: 12 month membership
approved -
Affective immediately
A $30 per year for HS
membership fee was standing fee.
Positions on this was that the USAPL
could not afford to lower the membership
back to $15, like it was a couple years
ago. Opposing that position that HS meet
directors do not want to run contests and
charge lifters $30 for a card they use
once and then additional application
cost. My position was we needed lower HS
memberships to help with local
contests.
Outcome
of this motion: HS Membership - $15 for 6
month membership, $30 for year remains
- This
rule change is still under discussion
with how to implement.
Motion to
prohibit lifters not holding a card under
the International Powerlifting Federation
from competeing in USAPL sanctioned
contest as either an exhibition or guest
lifter
Exhibition and guest
lifters must be members in good standing
of the USAPL or a member of one of it's
sister organizations (EPF, CPU, etc..)
and be in good standing (aka not
suspended). This came about from a
contest earlier this year that had
exhibition lifters lifting, who did not
hold USAPL or any other sister
organizations membership card. My
position was that if you wish to lift on
a platform under the direction of the
USAPL, you must own a USAPL card.
Outcome
a new by-law:
Exhibition
and guest lifters must be a member of the
USAPL or an organization associated with
the IPF and be in good standing with that
organization.
Both of these decisions
were cut and dry for me. Our High School
memberships have always been low. I think
running a contest should be so that the
meet director doesn't have to sweat by
the mailbox for entries and the lifter
doesn't have to pay tons to get to a
contest. It's a balancing act, because of
the expense it takes to run contests. My
goal this year with this lowered HS
membership is double the HS lifter count
in Pennsylvania. And the way I want to do
this is to run the HS State Championships
in late January or Early February. The
timing of this contest will help those
lifters who need to qualify to lift at
USAPL HS Nationals, along with it will
give HSs a great opportunity to lift at a
fully sanctioned Drug-Free powerlifting
event.
Motion to
raise USAPL High School National
Qualifying Totals
Lifters only needed to
make a qualifying total in the USAPL to
qualify for HS Nationals, no specific
weight, just a total. The last two HS
Nationals have had over 400 lifters. The
establishment of qualifying totals would
have only eliminated approximately 5% of
the lifters over that time frame. The
qualifying totals proposed were near the
same as the Teenage National Qualifying
totals, except broken out by year in
school.
Outcome:
New qualifying totals for HS Nationals.

but to keep it short I will stop here. If
